                              Nick Koerbin Resigns from National Parts Code

  

To all Code Participants and Stakeholders

 

I am writing to inform you that I have tendered my resignation to the National Parts Code Board and I will be leaving the NPC to take up a position of Chief Executive Officer for Materials Australia on the 3rd of March. It was a difficult choice to the leave the NPC particularly when we are about to make major changes in the Industry. However, I have managed the growth of the NPC for the last 3 years and it is time for someone with new ideas and energy to take the organisation to a new level.

 

As you may well know the National Parts Code was established in 2004 for the purpose of developing and implementing a National Code of Practice for the Auto Parts Recycling Industry to address the issue of stolen auto parts entering the car repair supply chain. This was a new and exciting initiative instigated by the National Motor Vehicle Theft Reduction Council (NMVTRC) and over a period of time we have progressed to a point where we have developed a close relationship with the MTAA with our main strategy as the auditor of those auto parts recyclers who become accredited through the APRAA Accreditation plus Program. This meant for the first time a new standard for auto parts recyclers would be introduced supported by a transparent but thorough audit process managed by the National Parts Code Inc.

 

It has been quite apparent that the success of this accreditation would be measured by the level of commercial benefits secured either by the MTAA or National Parts Code. Over the last 3 years we have had strong support by Alliance who committed their statutory salvage to be only available to Code Participants. The NMVTRC and the NPC identified the need to expand this benefit and the ideal position would be that all salvage both repairable and statutory be available only to APRAA Accredited/ NPC compliant participants. We believed this initiative will not only secure real tangible benefits for those recyclers who adhere to the standard but at the same time reduce the opportunity for criminals to buy salvage and maintain their illegal activities.

 

Over the last 6 months, Ray Carroll and I have met with the major Insurance Companies and introduced a proposal that all their salvage be available in the first instance online to APRAA accredited/ NPC Code participants. Negotiations will continue in my absence but I am pleased to announce that we have received encouraging responses from some major insurers. I am confident that decisions will be made in the near future that will see the establishment of a trial of a preferred salvage program a reality.

 

Of course it is critical that an initiative of this nature is supported by the Auto Parts Recycling Industry. If you are an auto parts recycler and not joined the APRAA accredited scheme I suggest you seriously consider joining. Recyclers in Queensland have only the option at this stage to become Code Participants, we are still negotiating with the MTAQ but hope to have established a similar relationship soon.

 

In leaving I would like to sincerely thank the National Parts Code Board, Ray Carroll, Michael Beasley, Ross Nicastri, Gunther Jurkschat and Ray Shuey for their leadership trust and support.  I would also like to mention the efforts of Alan Marshall, Peter Barrows, Bill Bartlett Gary McKendry and Trevor Thompson without them we would not have progressed this far. In particular a special thanks to Allianz with Pickles who gave us support when they took the initiative to offer their Stat Salvage to Code participants almost 2 years ago.  

 

 Finally I would like to thank all who have given their time and effort in making the NPC a success.

                                           MTAA & National Parts Code Alliance

The National Parts Code and Motor Trades Association of Australia has entered into an alliance for a 12 month period from the 1st of Jan 2008. In this alliance the NPC will provide audit services to all APRAA accredited recyclers. A letter has be sent to all National Parts Code participants outlining their options.

                                         Mercedes - Benz  SLK ( Black) Victoria


Vehicle was stolen during a $150,000 burglary in East Melbourne on 29/1/07 where keys were obtained from premises. Vehicle was used in 2 X petrol drive offs before being recovered stripped in Reservoir on 5/2/07. It appears that vehicle was stolen by a drug offender and parts have probably been sold to a repairer/recycler for funds for drugs.

                                      2004 Holden Avalanche Ute

This 2004 Holden Avalanche Ute was recovered by Victoria Police in Culverlands Street Heidelberg

West on the 6th of January 2007. The vehicle had been stripped with all the doors, front panels and interior, engine and the original wheels had been removed. The Vin number on the base of the windscreen had been removed and there were considerable amounts of sand found near the exterior air vents.          ALLIANZ RENEWS COMMITMENT TO ON-LINE E SALVAGE

 

Allianz will continue with their On Line E Salvage for National Parts Code Participants. All Allianz Stat Write off salvage in both Melbourne and Sydney are available to National Parts Code participants only and has been run as a pilot project for the last 6 months. The pilot was run through Pickles Auctions and Code Participants were the only recycling businesses qualified to purchase Allianz stat– write offs.

The project has been supported strongly by members of the National Parts Code. And there has been some significant value purchases reported by Code Participants.

In cases when a stat write off is not purchased the item is returned to public auction.

Allianz have indicated they are delighted with the response and may extend the on line salvage to all other states in the near future.

The National Parts Code has as one of their main objectives is to ensure that all stat –write offs be available to legitimate auto parts recyclers preferably NPC participants

 

                                    AUDITING PROCESS IN FULL SWING

                                      

The National Parts Code Chief Auditor, Trevor Thompson APM has reported that he had audited over 20 National Parts Code participants in Victoria in the past 3 weeks. Trevor has reported that in all cases participants have welcomed the auditor to their premises and been very professional and obliging. In most cases Victorian participants have been able to demonstrate the key criteria for the Code and that is the traceability of parts. Many have either existing commercial software or their own manual system of tracing parts. In a few cases there have been no evidence of any tracing system at all and the NPC  will be directing those participants to various support networks to ensure compliance in the future.

After each audit, the Chief Auditor provides a detailed report to the National Parts Code and a summary which is then provided to the participant with recommendations and findings.  To ensure the Audit Process is of benefit to participants a survey is sent to those who have audited inviting comments and rating the audit process. We are pleased to report, 90% of participants who have returned the survey have rated the process as being excellent.

Of interest to the NPC ,70% of participants had indicated the NPC  auditor was the only person to visit their premises to either conduct an audit of any nature.  The Chief Auditor has indicated he will be auditing all Code Participants in Adelaide during the month of October.    

                BLUE BOOK DISTRIBUTED TO 15, 000 CONSUMERS

The Blue Book has now been distributed to over 15,000 consumers throughout Australia. The mode of delivery had been via Paint and Panel, Parts Locator, VACC members, MTAQ members and a direct mail to NPC contacts. The NPC would like to thank the VACC and MTAQ for their support in this process. 800 Blue Books have been sent to Insurers for distributed to their assessors.

The 2007/ 2008 Blue Book will be republished   and distributed during Feb/March and September/ October 2007.

 

                                                 

                             JAPANESE BAN ON EXPORTING AIRBAGS

Under new Japanese Laws end of  life vehicles must have their airbags removed and sent to one of three facilities certified to treat them. Firing the airbags in the vehicle is the cheaper option but only if the Japanese dismantler has a contract with the car’s maker.

EOL Japanese vehicles exported to Australia must by Japanese  law have their airbags removed or fired.

Police  have  reported  a  number of vehicles throughout Australia being stolen specifically for  the Airbags.

Recyclers who purchase airbags must be confident that the airbag comes from a vehicle purchased by legitimate means.  Persons should not be able to purchase an airbag from an  imported EOL  vehicle from Japan. 

 

                             NPC MEETINGS WITH NSW AUTHORITIES

Over the last 6 months the National Parts Code has met with groups of Code Participants throughout Australia to identify their issues and ensure the NPC can identify what is important to ensure how recyclers can benefit from being a Code Participant. In September, as a result of feedback from our NSW participants the NPC facilitated a meeting at Smithfield, between Code participants and representatives of the Office of Fair Trading, Police and Road Traffic Authorities. The interaction was very positive and both participants and representatives of the authorities were able to clarify issues, and address some misconceptions. The NPC will continue to an open dialogue with authorities with a view to ensuring  practical initiatives are created to address the possibility of stolen parts entering the supply chain.    

 

                                                NEWS SEPTEMBER 2006

Top of the range late model Toyota Prado is stolen and later recovered stripped , complete leather interior and all bolt on panels are missing form the vehicle when recovered ,

Vehicle is reported as a statutory write off and moved to a holding yard for disposal. Somehow the vehicle is stolen again before it could be disposed of. When recovered this time the vehicle had been cut in two missing was the complete section of body shell rear ward of the dash board.  It can only assume that if a long rear cut was ordered with trim not required, this recovered stripped vehicle was, so it had to be stolen again.

 

National Parts Code Inc Appoints Trevor Thompson APM

The Director Code of Practice Nick Koerbin announced today the appointment of  Trevor Thompson as Chief Auditor of the National Parts Code - Code of Practice. Trevor is a former Assistant Commissioner of Police with the Victoria Police Department and has extensive experience in policing and investigations.  He was a senior police investigator for Royal Commissioner Costigan into the activities of the Federation Ship Painter and Dockers Union and was directly involved in all matters relating to the theft of motor vehicles in the State of Victoria. Trevor brings to the NPC a diverse range of skills and talent which will not only enhance the National Parts Code but ensure the integrity is maintained within the Audit Process. Trevor's main responsibility will be to conduct compliance audits on Code participants throughout Australia.

 Linda's Car now recovered stripped of all parts (Pajero  Reg # LN 373)

One of our great supporters Linda Nicastri from Partsology had her car stolen on Wednesday the 23rd of August in Newbridge Road Sydney. It has not been recovered here is what happened as described by Linda

" Last Wednesday got out of my car (Pajero) to open front gate at my friends house. as I regularly do engine running, door wide open, of course handbag and phone etc all in the car,

as I turned to walk back to the car a man got in before I did, I foolishly walked around the front of   the car in attempt to beat him to the door but he was seated and putting the car into reverse as I was putting my hands on the door handle.. I had to step back quickly as he then drove off in my Pajero..

this car has the biggest brightest sign writing all over it so it is hard to imagine why even an opportunist would take it.. the vehicle was spotted again the next morning in Lakemba by a friend who, at that stage, was not aware it was stolen "

 

False Invoices

It has come to the notice of police involved in motor crime that there is a growing trend in the falsification of invoices to hide stolen parts. Criminals are falsifying invoices to hide stolen parts used in the repair of motor vehicles or when presented for registration. In some cases invoices are forged, or duplicated. Other instances include a criminal may purchase a part from a recycler return the part for a refund , but retain the original copy. Recyclers are urged if they are have knowledge of this type of activity to contact their local police or the National Parts Code Inc.

Police Contacts

The NPC has written to all Crime Commissioners in each state in Australia requesting a key police contact who will be the main liaison between the police and National Parts Code. The list of police and contact details will be available on the resources page within the next 2 weeks.

MTAA/APRAA renews their commitment to the NPC

The NPC via Ray Shuey (Chairman) and Nick Koerbin (Code Director) made a presentation on the NPC draft strategy, seeking feedback from the Committee. Following this segment, the Committee reviewed its policy position on the NPC. After some good discussion, the VIC delegate proposed a motion to withdraw support from the NPC. This motion was not supported so lapsed. Further motions were proposed and passed: confirming APRAA’s continued support for the principles of the NPC and agreeing to set up a working party to work with NPC to provide input and advice to the NPC Board on the future strategic direction of the Code. “

 

Vehicle recovered stolen for parts

Victoria Police have recently recovered a late model Commodore Sedan with parts removed and may be in the supply chain either in Victoria or interstate. The NPC are working with police throughout Australia to identify recent activity of cars stolen for parts and will continue to highlight convictions of persons for stealing, handling or possessing stolen motor vehicle parts. We encourage all consumers to purchase from National Parts Code participants. These businesses are open to audit and must comply with a Code of Practice that ensures parts for sale come from legitimate sources. In any case if the owner or proprietor of a participating business is convicted of any offences mentioned, the NPC will proceed to termination of that business from the Code and will actively promote that termination to consumers.

Toyota Corolla Stripped For Parts

Victoria police are investigating the theft of a Corolla sedan which was owned by a local car hire company. The vehicle was recovered by Victoria Police and had been stripped for parts. According to Det Sgt Gerry Bashford of the Organised Motor Theft Squad, the vehicle is a late model and parts may have been used for the repair of a similar motor vehicle.

 Cars Stolen for Auto Parts

Check out the latest stats regarding stolen motor vehicles as reported by the National Motor Vehicle Theft Reduction Council  No18February2006  It is noted that although the number of stolen motor vehicles are falling, the number of un recovered motor vehicles remain the same. Evidence indicates that organised criminals are stealing motor vehicles for parts and these parts often end up in the supply chain and unknowingly viewed as legitimate parts by consumers.

In the photo below we have an example of a motor vehicle which had been stolen and parts removed for the repair or reconstruction on s similar vehicle. National Parts Code Participants who have adopted code of Practice guarantee their parts have be sourced from vehicles acquired through legitimate means. To reinforce the legitimacy of the National Parts Code, all participants are open to a strict regime of audit.

Zurich Australia Insurance

" In recognition of the commitments made by responsible auto parts recyclers to the National Parts Code, Zurich Australian Insurance Limited pledges its support to the aims and objectives of the Code.

Zurich will require suppliers of used vehicle parts to its preferred supplier network to be complying members of the National Parts Code."

 

QBE Insurance

'' In recognition of the commitments made by responsible auto parts recyclers to the National Parts Code, QBE Insurance Australia pledges its support to the aims and objectives of the Code.

All QIA divisions that have a recommended or preferred supplier program in place will introduce a requirement that suppliers of used parts be complying members of the National Parts Code"

 

IAG ( Insurance Australia Group)

" In recognition of the commitments made by responsible recyclers to the National Parts Code,Insurance Australia Group pledges it support to the aims and objectives of the Code.

IAG requires all suppliers of used non mechanical parts to its preferred supplier network to be complying members of the National Parts Code "

 

Allianz

Allianz is committed to supporting the Recyclers' code of conduct by dealing exclusively with those Recyclers' who are members of the National Parts Code Inc.  Our recycled parts policy as outlined in our service agreements with our network repairers states' all recycled parts that are fitted whilst providing Services have the appropriate documentation to support their authenticity' We see the National Parts Code as an extension of our service agreement with our network repairers. This is consistent with our policy of exclusive on-line tendering of Statutory loss salvages to code members

 

Insurers Hotline

In recognition of the commitment made by responsible auto parts recyclers in complying with the National Parts Code, Insurers Hotline pledges it's support to the aims and objectives of the code.  Insurers Hotline,  where directly involved in the process of procuring recycled replacement parts will deal with suppliers that are current complying members of the National Parts Code.
